Tracker stuck in “brownout” mode

This morning my tracker seemed to get stuck in some kind of 'brownout' mode according to the state in the Android App. It would join, send and receive a bunch of port 0 packets (~30 or so) and then go to sleep until it rejoins every 4 minutes.

This was after turning off Wi-Fi location to try and force it to use GPS.

I wasn't able to recover by changing the configuration back. Finally pulled the batteries and shorted the supercaps and started over with the app, turning everything back on.

I'm curious to know what it is doing in the rejoin mode? I'm also curious why I can't see any GNSS scans at all in my logs.
